Haystax Contributes to Paper on Hurricane Evacuations

Gregg Bowser, Ph.D. and lead risk analyst for state and local programs at Haystax Technology, recently co-wrote a piece on hurricane evacuations, “Stay or Go? Examining Decision Making and Behavior in Hurricane Evacuations,” which appeared in Environment: Science and Policy for Sustainable Development.

The paper examines the increasing intensity and frequency of Atlantic hurricanes coupled with the fact that residents often ignore evacuation orders and stay (shelter in place) rather than evacuate. Evacuation serves as one of the most dominant mitigation measures for reducing human loss during hurricanes; as such, Gregg and Susan Cutter explored why certain people stay behind and why others choose to evacuate.
